"Pollutants" and fish content does not count non-bio-available sources of mercury as consumable content, rather, specifies the forms and ratios, mostly being variants of Methyl Mercury, Ethyl Mercury etc including how some forms convert to others in the environment.

The findings

From 1971 to 2000, 956 children were diagnosed with autism, with a rise in the number of cases in the 1990s. They found no correlation between thimerosal-containing vaccines and autism. The incidence [number of new cases over a time period] of autism remained fairly stable until 1990 and thereafter *increased* throughout the study period, including the period when thimerosal was no longer in vaccines.

Question: What else, linked to incidence of Autism, increased between 1992 and 2000? Manufacturing in and pollution from coal fired China ? [amongst many other factors and sources concerning air and water pollution everywhere]

You are likely comparing apples and oranges there. Mercury in some forms is almost non-toxic, such as the liquid metal, and in other forms, such as dimethylmercury a whiff, or even a drop of it on the skin for a second can kill you. You have to know what compound of mercury we are talking about. 15 micrograms of dimethylmercury would most likely kill a baby.
