Incorrect presumptions and statement.

Sodium Chlorite as a dry powder or flakes can be shipped but is a hazardous material. If water drips into the container or the container is ruptured and contacts water the material produces heat and a splattering explosion. If acid drips into the container or if the container is ruptured and contacts acid, chlorine dioxide is produced in a more violent reaction.

The chlorine dioxide is a very good (reactive) oxidizer and may in turn cause a fire or under the right conditions some kind of splattering explosion. These reactions would be accompanied by possible release of free chlorine or the release of chlorine compounds of which most are somewhat toxic. Sodium Chlorite can be dissolved in water and shipped with much greater safety than the dry form.

Do a search for MSDS (Material Safety Data Sheet) for sodium chlorite for a more complete and accurate safety description.
