I asked the people at http://www.health2us.com/colloid.htm why they felt a
digital conductivity meter was necessary. They said that the most important
variable to control is the purity of the original water. They didn't
elaborate, but I assume it is to avoid the creation of strange chemical
compounds, including silver chloride and silver nitrate.

If you do a search on "solar water distillers" you'll find a lot of plans
for moderate cost units. One unit at
http://forums.cosmoaccess.net/forum/survival/prep/sstill.htm describes the
process --

"Solar Stills operate on the same principles that produce rainfall. The sun
is allowed into and trapped in the Still. The high temperatures produced
destroy all pathogens. The water evaporates, and in this process, only pure
water vapor rises in the Still, only to condense on the glass. The glass is
sloped to the south, and the condensed water runs down the glass and is
collected in a trough. The water is allowed out of the collector through
silicone tubing, and is collected in 5 gallon glass jugs. There are no
moving parts in the solar still, and only the sun's energy is required for
operation." Of course, in addition to providing a base for making CS, a
solar still provides clean, purified drinking water.

They estimate that 8 square feet of glass will produce one gallon a day. The
trick is to do this with materials available locally. I recall seeing
simpler units a few years ago -- Peace Corps & other organizations should
have plans. A solar distiller could also provide water for other purposes,
and even create a business making distillers for local use.
