Sorry Neville, but I only "Bare" with my significant other.
But to bear down a little further, the first units were just
batteries, silver and water. The water wasn't even pure distilled.
Tap water with it's impurities, was highly conductive so the brewing
time was only about 3 minutes or so.
The first refinement was to use distilled water (almost an insulator),
which extended brew time to 45 minutes for an 8 ounce glassful, but
gave a purer product without unwanted compounds being formed.
The next refinement was the discovery of when to terminate the
process.
Experimentation showed that it was best to stop when the current
reached no more than 4 milliamps.
Further experimentation concluded that smallest particle size
(considered desirable) was created in a practical manner when current
was limited to approximately 1 milliamp for a longer time.
This gave rise to the invention of the various CS generators so that
one did not have to babysit to stay within parameters and could also
use larger containers.
It's not about voltage, it's all about current. A milliamp meter is
all you need for instumentation.
The rest is bells and whistles for the fun of it.
