The only thing I understand about it is that a humidifier works differently to a nebuliser which makes the humidifier not successful due to the differing operation. I believe a nebuliser 'atomises' the solution whereas a humidifier doesn't. That's my limited knowledge on humidifiers.

Without the filter, the liquid level doesn't decrease, so I'm thinking that the "filter" is necessary to whisk the liquid up so the fan can disperse the drops into the air.
