I disagree. Any accident at a nuclear facility has to be reported to
the NRC, and they are, even trivial ones. Not to report is a felony, and
no one is willing to chance that one. The records are public, and the
newspapers take and run with even the most trivial accidents, such as a
small fire, or stuck valve that poses no threat at all.
