Many years back my son had this type of reaction.  Found out he was allergic to 
that brand of diapers.  Once we changed diapers it cleared up rather quickly.

Hi Gina.

Could be the diapers?
Diaper rash cream with zinc oxide? need like 20% zinc oxide.
Had a bad rash on the top of my hands, nothing seemed to work, tried some tree 
tea oil (diluted) gone in 2 days.
