The "silver slick" is tiny metallic silver particles that drifted off one of the electrodes, caught in the surface tension of bubbles that pop when they reach the surface and transfer the material to the surface tension of the water. The water surface sags under their minute weight making a bowl for them to collect in to make a few microns thick mirror.
 It's actually very little silver in very small chunks...harmless.
Looks far worse than it is.

You can drag a piece of paper towel across the surface to remove them...dip them out with a spoon...or just stir them in.
