Unless maybe you could have her wear one of those ski type masks that covers the mouth/nose? You could even sew her something from whatever material she likes (cotton, polyester, fleece) with a nice pattern and have that cover her nose/mouth just enough to keep the chill/pollen etc. from getting in?

Is she allergic to cats, mold, pollen, etc? It is equally important to protect her from whatever she is allergic to in the first place.
