Yes and No  No to drink but you can make for fuel I think it takes a permit
I looked into it at one time. If I remember right permits varied for
different proofs.

I believe it is legal to make some amount of wine and beer (I know beer 
is legal) but to further distill it into "spirits" isn't legal.
