IF it were my dog I would use the CS and Waratah in the eye (7 drops of Waratah Stock in one ounce of EIS type CS) used several times a day.
I would use Australian Bush Flower Essences Emergency Essence rubbed into the ear leather for added pain relief. IF he also has cataracts then I would add Red Suva Frangipani, Sunshine Wattle to the Emergency Essence. As well I would use more vit C (natural vit C, not ascorbic acid) IF the dog is on food with grains I would look for one with no grains (neighbours dog had this and the CS and the raw food diet was very helpful for her eye problems) the bulging of the eyes went down and the vision of one eye was rescued.) It is unfortunate it was left so long with no treatment.
