Conspiracy has to to with conspiring. If there is no cooperation or coordination, then it is not a conspiracy. Two or more people doing the same thing without an understanding or coordination is not a conspiracy. A conspiracy to defraud is not necessarily a conspiracy to subjugate. etc.
