The way I heard it, somebody shined a laser pointer at an airplane and the pilot stared at it till he couldn't see. Instead of just saying...Hey! Don't do that! Neither one of ya.... and slapping a couple of people on the wrist...the wise wise Gov't slapped EVERYBODY, forever.

Not that long ago, they also limited everyone but criminals to owning cap guns for self defense.
 Great place to rob somebody!

Go for the better quality and more dependable 5mW lasers.
