The purpose of bending the rods is to keep the tips OUT of the water in order to eliminate tip/edge discharge to make current density and, thereby, electrode erosion more uniform.

A tip IN the water will erode to a very sharp point. [That's why lightning rods are sharp points...to promote concentrated discharge]
