Not sure about the regs in WA but there's no Federally enforced
regulation on menthol (tho' there is some discussion on them limiting
the amount of menthol permitted in cigarettes).
These search terms buy "menthol crystals"
work to give you a source of menthol should that be for what you're

While it's not the 19% in Monkey Holding Peach, yesterday I purchased a
couple of Eagle Balm products at one of the oriental groceries. Both
were $2.99 for each. [they didn't do beans for this poison ivy, lol.]
Eagle Balm Green Salve, no volume/wt indicated. Ingredients: Camphor
11%, Menthol 15%
Eagle Brand Medicated Oil 24 ml (.8 fl oz). Ingredients: Menthol 14.5%,
Methyl salicylate 30%. Also Chlorophyll, ethyl alcohol, mineral oil,
rose oil.
Only mentioning them to show you can buy fairly high concentrations and
their import is not regulated.
I have added the non-Amazon Monkey Holding Peach sites included in my
earlier post below. This is not close to all of them on google or bing.
