Why would the moving magnetic field matter? Induced electric currents on
the silver particles?
Well we have the effect on the silver particles, and I know that a magnetic field can cause aggregation and/or plating out of the silver in colloidal silver from experiments I have run, and the effect on the water structure itself. That is, you will like be creating structured water with the stirring. This structured water changes a number of characteristics of the water, including solubility, which could have an effect on the reaction of the acid with the silver. I am not saying it will or does, but that there is a distinct possibility it might.
Also, the purpose of the stirrer is to move the liquid in conjunction
with the stirrer. The liquid may not see a rapidly shifting magnetic
field.
The magnetic stirrers I am familiar with have a small plastic covered bar magnet that is dropped into the liquid and it spins due to a large spinning magnet in the base. If that is what you are talking about then there will be a very strong moving magnetic flux in the liquid near the bottom.

There is no rapidly shifting magnetic field associated with stomach
churning.
