I don't send as a gift or reduced value unless a customer requests it..your story, your risk of seizure...about the only power that customs has if the *goods* are legal. You recon the UK is gonna hunt me down across the pond for trafficking in legal goods?
First, they have to prove it isn't a gift or what the customer actually paid.

Appearances of the package are designed to not attract attention, nothing illegal about that.
The declared value doesn't cost me a cent.
