If she licks herself, put the cs where she licks. Put it wherever she's raw. A teaspoon in her water bowl would be good too. My animals respond to cs extremely well, don't mind drinking cs diluted in water, and don't object to being wetted with it, as long it's not being sprayed. I just splash it on as needed, usually with my fingers, and rub it in til the area's wet.
