There is a Yahoo Group called microelectricitygermkiller This list has photo instructions showing exactly how to build a device called a godzilla. It uses a 6 volt battery so it is super safe. It also has many experiences of people using this device successfully for many dental issues. I don't think it ever fails. The list is free and the device is super easy to make and use.
