From my understanding they don't clean the water at all. But they do change the structure of the calcium carbonate, so it has a higher solubility, and is less apt to precipitate out. Also from what I understand, if it does precipitate, it forms soft free floating crystals, instead of scale so it washes right out of the pipes.

There are a number of companies that sell them. My son has them on his well water since he uses a ground water heat pump, and although he has very high lime content, he has had no problems with scale at all. I have read it works with some water, but not other, and might be related to the content of trace amounts of dissolved silica.
