Very interesting question. One could buy silver oxide, I find it in my Fisher scientific catalog for $212 per 100 grams catalog number S184-100 and dissolve it to saturation into distilled water. Once this is done a small amount of H2O2 should convert it to essentially the same thing as if you take 13 ppm of EIS and add a little H2O2.
