The point to bear in mind about the FDA rule is that it only
regulates the label, i.e. the claims made about cs. Anyone is
free to sell cs so long as no curative claims are made. If I were
selling it, I would simply label it "Colloidal Silver made with
steam-distilled water and .999 fine silver using 27 volts DC. For
research purposes only." The FDA's whole argument is that most
brands of cs on the market are "misbranded," meaning they are
being sold for internal consumption to treat disease.
