If using DC on the electrodes and don't want to oversaturate areas of water or leave a mirror on the bottom...yes. If using polarity switching..works pretty good without stirring if most of the water is near electrode surfaces, but a stirrer still does nice things. Periodic Ion directional change does do some stirring, not much but generally enough and natural convection and Brownian motion contributes some...but you still want ALL the water to get between the electrodes eventually. ...could just poke a stick in there and give it a twirl now and then.
