I am pretty sure that TENS devices are designed to put out much higher
current levels (output impedances would be lower).
If you read the articles, I think it would be easy to gin one up.  Almost
as easy as a Godzilla.  (DC battery with resistor and current limiting
"diode" in series.)
You may be able to use a Hulda Clarke type Zapper for this if you have
enough resistance in line so you don't exceed current levels.
