I believe you're correct, 99% of the time but I also have little doubt that
there are highly placed, good leaders who might listen and act.  Besides,
putting together a simple proposal for simple studies that could lead to
others is in itself a simple task.

Shall we all just be cynical and imagine that there's no hope?  I say, NO,
America is worth it!
