Nebulizing is great if it is in your lungs, or you are getting
pneumonia. But as a preventative, and while it is still in the head,
use a nasal sprayer, and spray your nose. Hold other nostril closed and
breath in when spraying to get it way up in the sinuses.

Should pop up a few sellers for around $19 (this is a MY-520A). If you
enter MY-520 you will get a a bunch from China that won't arrive for
month or two. Or the price will be more.
