I believe the 650 is the number of pathogens that CS was recognized as killing when the FDA was formed. The number is much higher now, but to make claims that it kills something that was not in the original list, such as HIV or Lyme, is illegal, so everyone quotes the 650 that won't get them thrown into prison.
