Bob: Speculation is NOT needed for maintaining the status quo; engineers are very good at that. Discovery, on the other hand, REQUIRES speculation. It's called a working hypothesis. From it, comes procedural planning, equipment design, preliminary testing, and data gathering. Finally, a report is written so that other professionals can review the conclusions to reject or accept the working hypothesis, or, as is most often the case, a recommendation is made to have other researchers attempt to duplicate these initial results.
