When an electric current flows it produces a magnetic field.  A change in
current is opposed by the magnetic field.  So what happens is that if you have a
high frequency (usually a megahertz or more), the most of the current ends up
flowing along the skin or outside of the conductor.

This often happens when a person is struck by lightning.  The sweat may be
vaporized, and the clothes set on fire, yet very little if any internal damage
is sustained since most of the current will travel along the skin.
