I assume you have .999 (99.9%) fine silver rods.  Put them in the
distilled water, making sure that only the silver touches the water.
Connect the wall-wart, set at 30 volts, to the rod ends that are out
of the water.  After 15 minutes, switch the voltage to 15 volts.  Run
that for 30 minutes or so.  You should have pretty good CS at 8 ppm.

(You could run the batch at 30 volts for about 25 minutes total, but
according to the gurus around here, the particle size would be bigger
-- it should still be about 8 ppm).
