Every municipal water treatment plant has guidelines for certain levels of 
TDS, or total dissolved solids.  This includes all kinds of material.  There 
are also certain allowable levels for  stuff like chlorine, arsenic, other 
minerals, organics (use your imagination) and...well, shall I go on?
