Electro because it is postively charged and attracts negatively charged
pathogens to it, increasing it effectiveness.  Chemical because it is a
catalyst which causes oxidation of the pathogen.  However, I do believe this
is only part of the story.  There do seem to be other mechanisms involved,
especially since aerobic gram positive bacteria which do not have a negative
charge and are not killed by oxygen also are killed.
