A 30 volt source is better, and the switchable wallwart from Radio Shack at 30 and 13.5 volts is even better. However, if you have the money ($100-$200 range), buy a good, prebuilt home unit. The good ones are constant current with auto-shutoff (they vary the voltage depending on how conductive the water is -- this produces consistant strength with small silver particles). The lower cost ones are constant voltage. There are units that can run off batteries, wallwart and solar cells.
