I am not saying that I understand it, but I own a unit which has very similar
construction.  The fact is that the water that comes out the alkaline side has
a ph of about 9, and the water that comes out the acid side has a ph of about
5.  In fact if I crank it up to high, I get about almost 10 and and 4.

Apparently what it does is it takes the minerals which are positively charged
and the move toward the cathode, and the negative charged ions, such as
flouride and chlorine and they move toward the anode.  So the alkaline side
has the minerals, and not the flourine and chlorine.
