Dear Brooks,
The device you could be enquiring about is a Pressure Control Valve or
PCV. That is a standard item and should be quite readily available a
reasonable cost. Any reputabe pneumatic or compressed air engineer
should be able to find the correct component in their catalogue. The
parameters vital to sizing the device correctly are Flow Rate, Inlet
Pressure, and Outlet Pressure which I assume would be atmospheric ie 0
psig.
 
If the bag inflation pressure is to be 2 atmospheres above atmospheric
then the gauge would read about 30 psig. If you are talking about two
atmospheres absolute pressure then the gauge would be about 15 psig.
This point needs to be cleared up before live guineapig stage.
