explanation [that takes into account all the relevant facts] is the best 
explanation. Could it be as simple as the following? *ANY* electrolytically 
prepared CS is mostly ionic, and (unlike silver salts) simply cannot be made 
(due to electrochemical constraints) in concentrations that remotely approach 
levels that would be toxic or cause Argyria? In effect, a home brewed CS is 
practically an ideal germicide that can be improved upon somewhat with a 
comprehensive research effort, but probably not a whole lot. Roger
