The NST is designed with a magnetic shunt in the core so that it can operate anywhere from partial load (about 5 percent of rated current) all the way into a dead short on the secondary without damaging the unit. A 40 degree temperature rise is normal.
Any unit that burns out should be replaced under warrantee by the manufacturer.
