I was taught to pinch lightly, and pull the skin outward a bit from the limb. The time it takes it to return to being flat is a good indicator of the degree of hydration, especially in very young children. It takes some experience and/or a normal standard against which to judge.

If your skin stays pinched, it means that you are dehydrated. Same with a dog, if the skin on the back of his neck stays up after you have released it, the dog is dehydrated. All it means is that your body needs lots of water. Many folks don't drink the amount of water they are supposed to drink per day anyway. Better drink my water now.
