What you're describing sounds a *lot* like the working parts of an airbrush. That's exactly how it works. If that's what's available, run with it! The bellows may or may not work, but the vessel to act as a resevoir is a good idea. Even if it's only an extra liter of volume, it'll even out the output pressure between pump strokes.
