I wondered that myself. Could be that the agent orange made it so a pathogen could take hold. Or it could be that the Agent Orange caused DNA damage (or altered the DNA switches), and the silver allowed cells to revert back to stem cells (or reset the switches properly) and replace the damaged ones.
