If no one has answered yet, get a personal coffee mill (about $10.00) and a stainless tea strainer(looks like screen for doors regular not fine). Grind the dried hot peppers as fine as you can and shake gently through the tea strainer, onto wax paper or a bowl big enough to hold the amount you have. Recut any that doesent fit through the strainer.
Use the whole pepper fruit with the stem removed, seeds are harder to grind but have higher amounts of the Capsicum the active agent in Cayenne peppers. If you grow your own this will do it for you. If you want to save time and work just order from a bulk herb dealer, at $5 to$7 a pound, one pound lasts me from 4 to 6 months.
