Dr Beck went to a good deal of trouble to assure that his devices and protocols
would be freely available forever. He even patented them so that no one could
control them.
Some simple research will turn up plans for the devices. Use the search engines.
If you're educated in electronics, you would be able to construct them for the
price of parts and a few afternoons. If you're not, then the cost of your
education and skill development will have to be a factor. Expecting others to do
the work for free is a bit over the top.
Actually SOTA is a reasonable cost as you are about to find out.
