Well, this outfit surely is short on specs. Current controls can be made using 2 2n3906 transistors and a few resistors..less than a dollar. The wiring is a bit complicated. Timers don't work unless you have consistant water where initial conducivity and volume is concerned. If the water is very pure, it can take hours for the generator to draw current up to the set current. An ammeter can tell you when to start the timer or you can 'seed' the water to make sure it is at least a minimum conductivity....then...with the current control, a timer might work OK. If the attached circuit is used, the electrodes can be shorted out to determine the brightness of the LED at full set current, so, when the LED gets that bright with the electrodes in the water, a timer can be started.
BTW The Utopia $39 generator IS 3 nines and a couple of electrodes and nothing else. Due to the way the electrodes are mounted, [polarity dependant battery snaps] you can't swap them, so, one will 'go away' and the other will last forever. You could make this setup from Radio Shack parts for about $10-$15 including the electrodes and batteries. It's not exactly very sophisticated but should work OK up to around 5 PPM, then will 'run away' like the wind.
