There is some confusion on this.  According to Frank Key the particles
appear negative if you do electrophoresis.  I believe what happens is
that the Ag attracts OH radicals from the water molecule, or monatomic
oxygen, and the OH radical or O is negative, so the entire particle
appears negative being surrounded by these negative ions.  This is
despite the fact that the OH radical or oxygen is attracted by a
slightly positive charge of the silver.
