He's using that WEBTV thingy.
This happens a lot on other forums.
Reading e-mail on a tv screen has less definition than a PC screen, so caps are
easier.
Most WEBbies are newbies and don't realize how annoying all caps are to
mainstream PC 'netters.
A little tolerance, guys.
