Dynomoist and dynogel has been around in some form for a long time.
We used something like it on tree seedings to help them absorb moisture 15 years ago. I forget the brand name. Oh yea, "Terrasorb" I think it was silica based.

It's not too far off base to use it to absorb a cloud in mid air. [and drop it to Earth] Could work.
..but to do it on a wide spread basis?
Think of the logistics where there are a thousand tons of water in a single thunderhead and an absorption capacity of , say, 6 to one?. [one ton of absorbent to 6 tons of water?]...
Figure it at   6 pounds sops up 7 gallons for $22.00  [their specs]

How much would someone pay to deprive YOU of a single rain shower? Deprive a region? Flood one with slime?

 Cloud seeding with [silver iodide is it?] is probably more efficient.
