The panel (cell array) provides an unspecified voltage ( should be somewhat
above 12vdc) to trickle charge the car battery at the small power output of 1.5
watts. It comes with a cigarette lighter plug to connect to the battery and a
led indicator. Plug it in, set the array on the dash.
These are usually advertised at about $30, but Harbor Freight had 'em on sale
for $20. 
My wifes' car was pretty much unused this winter and the small current drew down
the battery. This seemed a reasonable precaution.
