  I don't see any answers so here is my 2 cents as an eczema sufferer myself. 
It really is an allergy reaction, so unless you discover the trigger allergen 
and remove that from your body or environment the eczema will continue whether 
constant or sporadic. There are also for me underlying problems that make me 
more susceptible to allergies and the main one is intestinal candida (my 
opinion). My main trigger for eczema and hives is iodine, which is next to 
impossible to completely avoid, though I have been trying to avoid it for 18 
years.  
  CS helps me in this way---I spray and splash the eczema rash areas with CS, 
and while the skin is still wet, I slather on a good layer of my homemade face 
and body cream. Dry skin makes eczema much worse. This protocol has kept me 
sane during the past 4 months of constant eczema. Daily oral and other uses of 
CS have not noticeably helped the eczema  directly. Although it may be helping 
keep down any secondary infections from scratching. And it seems to me that if 
your allergy is TO an underlying infection the oral CS would help.
  Zyrtec did nothing for me. The best antihistamine type relief for me is a 
combination of 4 mg chlortrimeton (generic) and 150 mg. Zantac (also generic) 
along with a homeopathic combination remedy that addresses hives and eczema. 
Just thought I'd mention those if you haven't heard of taking Zantac etc for 
hives/eczema.
