I would venture to guess that the traditionally made lower PPMs are mostly ionic silver and the traditionally made higher PPMs have more large particles of silver. Some feel that the ionic silver is what is effective in it's antibacterial action.
Ole Bob seems to have come up with a way to make high PPM electrically isolated silver which is almost entirely ionic.
