Although I don't have aquariums any longer (I do have two bettas in smaller containers), I did successfully use CS to treat a dwarf Gourami when he suffered torn fins from a very aggressive tankmate. I transferred him to a 1/2 gallon container and added the CS to that water. I kept him in there for a few hours and then put him back in the regular aquarium. The torn fins healed up very quickly and very well.
I agree that using CS in an established aquarium is a bad idea and will kill the bacteria that support the nitrogen cycle. However, I think it may be helpful in some situations by removing the affected fish to a smaller container, and using frequent water changes, along with CS. Many of the commercial medications for fish do damage the biofilter of the aquarium, although some manufacturers have developed ones that don't.
